A trecut primul weekend fără negocieri în spatele ușilor și fără săgeți pe facebook între PNL și USR-PLUS. Două zile în care liderii acestor formațiuni politice au avut alte preocupări: cei de la PLUS au strâns gunoaie în Parcul Cornițoiu, useriștii au luat la sapă o plantație de salcâmi realizată tot de ei la marginea orașului, în timp ce liberalii și-au văzut de treaba lor – le-au întins o mână băsiștilor, nu s-au mai „entuziasmat” fotbalistic sau au plecat la plajă, în Italia.
La Craiova, ca și în alte orașe din țară, tratativele pentru desemnarea candidaților la alegerile locale din toamnă s-au împotmolit în mocirla orgoliilor. Transformate treptat într-un fel de tragi-comedie, în târguieli cu iz de Fanar, aceste negocieri pun în pericol victoria Dreptei la Craiova. Setate pe două nume – Nicolae Giugea, respectiv Lucian Săuleanu, cele două forțe de dreapta nu reușesc să depășească impasul, spre nemulțumirea Bucureștiului care cere numele candidatului care să recupereze Primăria Craiovei din ghearele PSD. Sursele noastre politice confirmă faptul că este loc de surprize în ceea ce privește desemnarea acestui candidat: o să vină numele în plic!
Până când sosește plicul, Republica Oltenia propune câteva variante de candidat comun: Nicolae-Ionel Ciucă-ministrul Apărării Naționale, Marian Vasile –consilier local PNL, Ionuț Stroe – ministru PNL al Tineretului și Sportului, Ștefan Stoica – președinte PNL Dolj, Adrian Prisnel – președinte USR Dolj și Gabriel Păunică – președinte PLUS Dolj.
Revenind la negocierile eșuate dintre cele două formațiuni politice de dreapta, am realizat o analiză a ceea ce s-a întamplat până acum.
În declarațiile oficiale, liderii locali ai PNL și USR-PLUS și-au declarat, aparent, bunele intenții.
Ștefan Stoica, liderul PNL Dolj, declara la începutul negocierilor că „PNL Dolj este deschis către negocieri constructive ce pot asigura înfrângerea PSD în alegerile locale și câștigarea Primăriei de către forțele de dreapta.” Totodată, liberalii doljeni susțineau, în urmă cu o lună, soluția realizării unui sondaj de opinie, în urma căruia să se decidă cine este candidatul comun al Dreptei pentru Primăria Craiova. Echipa de negociatori ai PNL Dolj au intrat în discuțiile cu USR-PLUS insistând pe loialitatea față de transparență, dialog și consultarea cetățenilor… valori pe care, onor negociatorii liberali doljeni dau semne că le-ar fi pierdut pe cărarea tot mai întunecată a acestor târguieli.
PLUS Dolj a supralicitat. La începutul negocierilor, comunicatorii PLUS Dolj, sub semnătura președintelui organizației, dl. Gabriel Păunică, anunțau într-o postare pe Facebook: „Cu inima deschisă, negociem pentru viitorul Craiovei. Astăzi vom avea discuții cu posibilii parteneri politici și Craiova e cu ochii pe noi toți. Mergem la negocieri ca fiind partidul cel mai mic, dar aparent singurii convinși de victoria lor și singurii care doresc să schimbe oamenii vechi din politica românească.” PLUS Dolj, părticică a unui partid mic, dar vesel, a transmis un mesaj care, pe de o parte, vrea să facă dovada unei mari determinări în susținerea candidatului propriu la funcția de Primar al Craiovei, avocat Lucian Săuleanu, iar pe de altă parte, caută să convingă electoratul că PLUS vrea reformarea clasei politice românești, prin schimbarea oamenilor vechi cu oameni noi.
Evident, rămâne întrebarea: cum schimbi oamenii vechi din casta politică a Craiovei cu ajutorul unui candidat care, după standardele democrației, este traseit, știut fiind faptul că „omul politic nou” Lucian Săuleanu a fost membru important al PNL Dolj?
USR Dolj și-a declarat obiectivele urmărite în cadrul acestor negocieri printr-o postare pe Facebook a deputatului Adrian Claudiu Prisnel. Deși se dorește o clarificare a poziției USR Dolj față de conținutul negocierilor, mesajul președintelui USR Dolj aduce mai degrabă a lamentare.
Supărarea USR Dolj, la începutul disciuțiilor, era aceea că PLUS Dolj refuza semnarea unui protocol de alianță cu USR Dolj pentru alegerile locale din toamnă. Încercând să scoată în evidență mărinimia USR, deputatul Prisnel anunță că, deși e un gest anormal, oferă totuși un „cec în alb”, ca semn de maturitate politică a USR și îl susține pe Lucian Săulneau pentru a fi nominalizat drept candidat la funcția de primar al Craiovei, din partea unei eventuale alianțe USR-PLUS-PNL. Între timp, protocolul de alianță USR-PLUS a fost semnat, confirmând în scris, o realitate deja existentă.
În mesajul său, liderul USR Dolj insistă și pe independența organizației pe care o conduce și spune clar: „USR nu va fi vagon nici în urma PNL nici în urma PLUS; suntem conștienți de puterea noastră, de nivelul de încredere pe care craiovenii ni-l acordă și din structura oricărei înțelegeri și din modul în care va fi făcută campania va trebui să reiasă acest lucru”. Frumos spus, dar din aceste cuvinte se poate înțelege și faptul că Prisnel este încă supărat că atât USR Dolj, cât și propria persoană, au rămas pe dinafară la alegerile locale din toamnă, fără vreun candidat pentru o funcție importantă la Primăria Craiova sau la Consiliul Județean Dolj.
Spre finalul mesajului său, președintele USR Dolj face apel la puritate! Alianța cu PNL va stresa alegătorii USR, avertizează dl. Prisnel, iar PNL trebuie să înțeleagă „că mediul sociopolitic s-a schimbat și că nu mai pot continua să susțină în funcții publice oameni cu o proastă reputație”. Observăm delicatețea liderului USR Dolj, care evită să ofere exemple concrete de „oameni cu proastă reputație” susținuți pentru funcțiile publice de PNL Dolj. Care or fi ăia…?
În desfășurarea ulterioară a negocierilor, a devenit evident faptul că lupta se poartă între deputatul Nicolae Giugea și avocatul Lucian Săuleanu, cele două propuneri pentru candidatura la funcția de Primar al Craiovei. Configurația candidaturilor Dreptei doljene la Consiliul local Craiova, la Consiliul Județean Dolj (inclusiv pentru funcția de Președinte) și la primăriile și consiliile locale din localitățile județului, va fi stabilită în funcție de apartenența politică a candidatului la Primăria Craiovei.
USR-PLUS aruncă în balanța negocierilor, victoria de la europarlamentare și votul masiv oferit de tinerii din Craiova acestei alianțe. PNL vorbește despre accesul pe care-l are la resursele guvernamentale, chiar dacă printr-un guvern minoritar, despre comunitățile pe care le controlează politic (sau unde deține organizații puternice) în Dolj, despre importanța rolului pe care-l joacă Președintele Iohannis etc.
Treptat, cum spuneam, deși începute pe bază de bune intenții declarate și pe argumente electorale, statistice, politice etc., negocierile dintre PNL și USR-PLUS pentru desemnarea candidaților la alegerile locale din toamnă pentru Craiova și Județul Dolj, s-au împotmolit în marile orgolii ale celor doi candidați – Giugea și Săuleanu – și se pierd în ceață din cauza lipsei de loialitate și de abilitate în dialog a delegațiilor de negociatori. Altfel spus, PNL oferă prea puțin, USR-PLUS cere prea mult.
Între timp, PSD Dolj tace și nu mută. Am fi tentați să zicem că e o tăcere amestecată cu un fel de înțelepciune politică, dar mai degrabă pare a fi unul din simptomele bolii cronice în care se zbate un PSD decapitat (fără Liviu Dragnea, „il capo di tutti capi”, care zace în pușcărie) și incapabil să se reîntoarcă la valorile social-democrate și europene.
…dar să nu ne grăbim, căci și la PSD e loc de surprize.
